We work with three partner councils and Ubico as part of a unique partnership. Ubico provide a wide range of environmental services including waste, recycling, street cleansing and grounds maintenance. We deliver services to over 300,000 residents in the Cotswolds, Forest of Dean, and West Oxfordshire and Ubico empty over 28 million household bins annually and 140,000 public litter bins. We deliver over £4million of environmental services and we want to be even more commercial.
The partnership is ambitious, and our Environmental Services Innovation Programme (ESIP) is transforming services for each partner council and has been shortlisted for national awards.
About the role…
Publica Group is seeking an experienced and dynamic Head of Environmental Services to join our team. This is an incredible opportunity for someone who wants to bring their expertise into a role that has real impact on the environment and local communities.
You will be responsible for monitoring the three environmental contracts each of the councils has with Ubico as well as being responsible for environmental policy. You will provide advice and guidance to councils on the procurement and delivery of environmental services including waste, recycling, street cleansing and grounds maintenance.
You will need a strong background in contract management, and a proven track record of successful project delivery. Excellent communication skills, ability to work under pressure, and a commitment to continuous improvement and service transformation are also essential.
You will need to be confident profession who is able to influence, working in partnership with colleagues, councils and service providers.

You will need…
- To be educated to degree level or equivalent in a relevant profession
- To be able to translate and influence strategic direction
- Experience of working in a political diverse environment
- Experience of implementing change, transformation, and monitoring service performance and delivering improvements
- To be agile, resilient, and a visible leader
- Experience of large complex service contracts

- Ability to travel and have access to own car
- Expected to work reasonable additional hours in line with the needs of the service
